Siver Cycling Medal - can you help?

Can anyone help please! I have in my possession a silver medal presented to my Father in 1937 for riding 25miles in 1Hr.8Min.45secs.

The only engravings are the time, as above and my fathers initials J P (James Penman) andat the top O.B.W.C.C. my father lived in Kelty all his life as did my Grandfather also James Penman, My name is also James Penman and lived in Kelty till I was 16yrs.

I know there was a cycling club in Kelty called the Siver Bell, but my question is what the letters on the medal stand for? Hope someone can help.
